이 논문에서는 새 정부의 고등교육 관련 공약과 고등교육 정책 환경을 정리하고, 새 정부 고등교육 정책 및 법제의 주요 이슈와 과제를 논의하였다. 미래 고등교육 정책환경 변인으로는 인구 구조 변화, 산업 구조 변화, 정보 통신 기술 발달, 글로벌화, 융합기술ㆍ학문의 발달 등을 들고, 이들 변인들의 특성 및 변화 그리고 그러한 변화가 고등교육에 주는 시사를 정리하였다. 새 정부 고등교육 정책 및 법제의 당면 문제와 기본방향을 정리하고, 주요 과제로서 고등교육 체제 개편, 대학평가체제의 안정화 및 구조개혁의 안착, 대학에 대한 안정적 재정지원 등을 제시하였다.

In this paper, the next government's pledges on higher education and the environment of higher education policy were summarized, and the main issues and tasks of the next government's higher education policy and legislation were discussed. Future higher education policy environment variables include population structure change, industrial structure change, information and communication technology development, globalization, convergence technology and academic development, and the characteristics and changes of these variables are summarized. The current problems and basic directions of the next government's higher education policy and legislation are summarized. The main tasks of the next government were reorganization of the higher education system, stabilization of the university evaluation system and settlement of structural reform, and stable financial support for universities.
