대학기관평가인증과 대학기본역량진단의 쟁점과 과제 - 평가내용과 평가결과를 중심으로 -

초록

본 연구는 대학의 평가부담 완화를 위해 대학기관평가인증과 대학기본역량진단, 각 평가의 평가범위, 정량지표와 정성지표의 평가내용, 평가결과를 비교하여 양 평가의 중복성을 확인하고 정책 제언을 도출하는 데 목적이 있다.
대학기관평가인증과 대학기본역량진단 모두 대학의 주요 기능 중 교육을 평가하고 있다. 양 평가의 정량지표 6개 중 교육비 환원율의 연계가 가장 적절하고, 향후 연계 지표를 지속적으로 발굴할 필요가 있으며, 정성지표는 과정 영역에서 전반적으로 제도의 유무, 관련 조직체계, 운영 실적, 환류 체계 등의 유사한 내용을 포함하고 있다. 또한 양 평가의 평가결과를 비교해 보면 대학기관평가인증의 인증유예, 불인증 판정을 받은 대학과 대학기본역량진단 등에서 재정지원제한 대학의 비율과 대학의 일치 정도가 상당하다.
이상의 논의 내용을 근거로 대학의 평가부담 완화를 위해 첫째, 대학기관평가인증의 대학별 판정 결과를 활용하여 대학재정지원 가능 여부를 판별하는 방안과 둘째, 대학기관평가인증의 교육 관련 평가준거의 평가결과를 대학기본역량진단에 활용하는 방안을 제시하였다. 

The purpose of this study is to identify the overlap between institutional accreditation and basic competency assessment for universities to ease the fatigue of evaluation by universities and to derive future policy suggestions.
To achieve this purpose, the system, scope of evaluation, content of evaluation, and evaluation results of institutional accreditation and basic competency assessment for universities were compared.
Based on the comparison results, the following measures were proposed to link the institutional accreditation and basic competency assessment for universities to ease the Fatigue of evaluation of universities. First, it is to determine whether university financial support is possible by utilizing the results of institutional accreditation. Second, the evaluation results of education-related evaluation criteria of institutional accreditation are used for basic competency assessment for universities. As there is a similarity in education-related evaluation criteria, it is to use education-related results of institutional accreditation, which visits universities in person to check the status.
